HONG KONG (January 22, 2013) — Following is a statement from Urban Land Institute Chief Executive Officer Patrick L. Phillips regarding the 2013 Policy Address recently delivered by Hong Kong Chief Executive CY Leung to the Hong Kong Legislative Council.

The urban development policies outlined in Hong Kong Chief Executive CY Leung’s recent address to the Hong Kong Legislative Council suggest an approach that could enhance the livability and sustainability of the entire urban region. These policies reflect Mr. Leung’s expertise in land use and urban growth-related issues, and his commitment to high-quality urban design and development.

At the Urban Land Institute, we believe that successful community building includes several key components, such as an adequate supply of housing for all residents; efficient, reliable transportation infrastructure that efficiently connects housing to employment centers and other land uses; development that conserves land and energy, and helps minimize carbon emissions in the process; an adequate flow of investment to support development; and leadership from both the public and private sector to encourage thoughtful design and development. The proposals described by Mr. Leung take into account these economic, social, and environmental factors that are so important to urban prosperity.

It is increasingly evident that how our cities are developed, how they accommodate all income groups, and how they use energy and natural resources will determine which cities are the most successful in our globalized economy. Clearly, Mr. Leung’s focus on making Hong Kong attractive and accessible for residents will help reinforce the city’s ability to attract investors and visitors. It reflects a trend we are seeing in urban areas worldwide, in which a high quality of life becomes a powerful engine for economic growth.
