We are delighted to announce the establishment of three new Country Councils located in The Philippines, Australia and Singapore.
In line with the ULI policy offering an unbiased and non-partisan exchange on issues impacting the industry, the Country Councils will provide the avenues for active dialogue between private industry, environmental organization, and public agencies to help provide specific solutions relevant to the locality.
The Councils will take ownership of educational forums and events in the area and, by providing industry expertise to community leaders, each will have a unique opportunity to influence local land use policy, which will continue to be the focus and achievement of the Councils.
Philippines Country Council
The Philippines Council will serve the Philippine ULI members and other stakeholders and to bring ULI closer to the Philippines, with Carlos Sunico Rufino appointed as Chairman. The focus for the Council is to act as the contact point of Philippine members with the Asia members and rest of the ULI network, with the following priorities:
- Grow membership roster
- Set-up conference with focus on
- Traffic and transport systems
- Parks and Open spaces
- Best development practices
- Sustainable and investor-friendly developments
- Active participation in ULI seminars, research projects, continuing education programs.

Biography on Carlos Rufino
Carlos Sunico Rufino is the president of The Net Group Real Estate Asset Management Corporation.
Carlos serves on the boards of Forbes Park Association (FPA), Bonifacio Global City Estate Association BGCEA), Bonifacio Art Foundation, Inc. (BAFI) and De La Salle University. He is currently the Philippine Representative to the Executive Council, South Asia, ULI.
Carlos served as Senior Vice Presdent of Fort Bonifacio Development Corporate from 1995-2001; President of the Rotary Club of Makati in 1986; Chapter Chairman of the Young President’s Organization Philippines in 1993; President of Manila Polo Club in 1989; and Chapter Chairman of World President’s Organization from 2000-2002.
Australia Country Council
In line with the ULI’s global expansion program and in recognition of the increasingly strong member interest in the Asia Pacific region, we are excited to announce the establishment of an Australian Country Council for the ULI, which will sit within the ULI South Asia Division. It is hoped that the creation of this Council will stimulate a significant increase in membership from its current level of around one hundred.
The inaugural Chairman of the Australian Country Council is Peter Holland. Peter is the Director of International Property Economics at Urbis, an Australian based consultancy active in the Asia Pacific region and the Middle East. Peter has a long association with the ULI having joined as a student member over 30 years ago when attending graduate school at Harvard University in Boston. Peter is extremel enthusiastic about the ULI and its potential to play a very valuable role in Australia, in both the public and private sectors. Singapore Country Council
We are pleased to announce the establishment of the Singapore Country Council, which will encourage the success of local ULI initiatives being developed in the area. A Steering Committee has been established for the Council, comprised of the following members:

- Alistair Meadows, Regional Director, Jones Lang LaSalle
- Blake Olafson, Managing Director, Whiterock Capital
- Hsing Yao Cheng, Deputy Executive Director, Centre of Liveable Cities
- Dr. Malone-Lee Lai Choo, Director, Center for Sustainable Asian Cities
- Kevin Jose, Executive Principal, AEDAS
This experienced group of industry leaders is well placed to assist the ULI plan, implement and support activities in Singapore. The Council looks forward to working with the Singapore memberships to create stimulating events that prompt the exchange of ideas on issues impact our industry in Singapore.
