ULI SAND Study Stage II focuses on creating implementable strategies that can be used to educate and influence government and professionals in regards to the planning and development of integrated large-scale developments in Hong Kong and the region. The ULI Sustainable Approach to New Developments (SAND) Stage II Workshop took place on April 11, 2012. The workshop explored the opportunities and challenges of implementing aspects of the ULI 10 Principles within the existing planning framework.
The workshop was organized into four distinct groups that were separated by topic. The topics were:
- Technical: Building & Lands
- Context: New & Existing Areas
- Process: Planning & Policy
- Engagement: Transparency & Participation
Each group was planned in such a way to have a balance of professions at each table from planners, architects, developers, past/present government officials, etc. Each group was given roughly two 1-hour sessions to discuss how the Principles can be incorporated into government legislature and what improvements needed to be made. Towards the end of the workshop, each group was given about 8 minutes to present their ideas to the workshop. There was some overlapping between each group but all in all each group was able to come up with valuable insight into how policy in Hong Kong can be better shaped to allow for better integrated large-scale developments.
