    The ability of Jakarta's middle class to afford housing is often overlooked. The city government's housing assistance has mostly been targeted to help low-income groups. In a functioning system, the middle class is served by market mechanism. In the case of Jakarta, the crisis of middle-class housing is so acute, millions of middle-class people have not been able to fulfil their basic need for proper housing in the city.
     
    The webinar aims to highlight the economic and social impact of the flight of the middle class (millennials, young families, etc.) from the city on the urban environment by exploring best practices and lessons from other cities: land use, spatial planning, financial schemes, rental vs ownership.

    Khoo Teng Chye

    Chairman, ULI Asia Pacific

    Mr Khoo Teng Chye is Practice Professor jointly with the Faculty of Engineering and the School of Design and Environment. He was the Executive Director for the Centre for Liveable Cities, Ministry of National Development (MND), Singapore, since 2010 till December this year, and continues to be a Fellow at CLC. He was formerly the Chief Executive Officer/Chief Planner at the Urban Redevelopment Authority (URA)(1992 to 1996), Chief Executive Officer/Group President of PSA Corporation(1996 to 2002), President and Chief Executive Officer of Mapletree Investments and Managing Director (Special Projects) of Temasek Holdings(2002 to 2003) and Chief Executive of PUB, Singapore’s National Water Agency(2003 to 2011). He sits on the Boards of the Tropical Marine Science Institute of National University of Singapore (NUS), Institute of Real Estate and Urban Studies (NUS), the National University Health System Pte Ltd (NUHS), and is Chairman of the NUSDeltares Governing Board. He is a member of the NTU Graduate Advisory Committee and of the Monash University Commission on Intermediate Cities. He serves as a member of the Development Projects Advisory Panel (DPAP) set up by Ministry of Finance (MOF). He is an advisor to the Land Transport Authority and the East Coast Town Council. He is an advisor to the Pictet Bank (Switzerland) Smart City Advisory Fund, and Chairman, Urban Land Institute Asia Pacific Executive Committee(wef 1July 21). He ia a Senior Fellow of the URA Academy, a Fellow of the Singapore Academy of Engineers, and the Institution of Engineers, Singapore. Mr Khoo graduated with First Class Honours in Civil Engineering from Monash University, Australia. A President-cum-Colombo Plan Scholar, he also holds a Master of Science in Construction Engineering and a Master of Business Administration from the National University of Singapore. He attended the Advanced Management Programme at Harvard Business School. He was awarded the Meritorious Service Medal in 2018, the Public Administration (Gold) in 1996 and the Public Administration (Silver) in 1987 by the Singapore government. He was also conferred the Meritorious Service Award by the National Trade Union Congress in 2008.

    Lily Chan-Wong

    Director (Policy and Property), Estate Admin & Property Group, Housing & Development Board

    Mrs Chan-Wong Jee Choo, Lily has a wealth of experience in the formulation and review of public housing policies. She currently heads the department in the public housing authority (or the Housing & Development Board, HDB) in Singapore, to support the over-arching Government’s policy to promote home ownership for the citizens. She is responsible to shape housing policies to deliver the core mission of HDB to provide affordable homes, meet the diverse housing needs of the people and ensure a stable and sustainable public housing market.

    Richard Green

    Director, and Lusk Chair in Real Estate, University of Southern California

    Dr. Green holds the Lusk Chair in Real Estate and is Professor in the Sol Price School of Public Policy and the Marshall School of Business. In 2016, he finished a year as Senior Advisor for Housing Finance at the US Department of Housing and Urban Development and as of July 1, 2016 became a Trustee of the Urban Land Institute. Prior to joining the USC faculty, Dr. Green spent four years as the Oliver T. Carr, Jr., Chair of Real Estate Finance at The George Washington University School of Business. He was Director of the Center for Washington Area Studies and the Center for Real Estate and Urban Studies at that institution. Dr. Green also taught real estate finance and economics courses for 12 years at the University of Wisconsin-Madison, where he was Wangard Faculty Scholar and Chair of Real Estate and Urban Land Economics. He also has been principal economist and director of financial strategy and policy analysis at Freddie Mac. He is or has been involved with the Lincoln Institute of Land Policy, the Conference of Business Economists, the Center for Urban Land Economics Research, and the National Association of Industrial and Office Properties. Dr. Green also is a Weimer Fellow at the Homer Hoyt Institute, and a member of the faculty of the Selden Institute for Advanced Studies in Real Estate. He was recently President of the American Real Estate and Urban Economics Association. Dr. Green earned his Ph.D. and M.S. in economics from the University of Wisconsin-Madison. He earned his A.B. in economics from Harvard University. His research addresses housing markets, housing policy, tax policy, transportation, mortgage finance and urban growth. He is a member of two academic journal editorial boards, and a reviewer for several others. His work is published in a number of journals including the American Economic Review, Journal of Economic Perspectives, Journal of Regional Science, Journal of Real Estate Finance and Economics, Journal of Urban Economics, Land Economics, Regional Science and Urban Economics, Real Estate Economics, Housing Policy Debate, Journal of Housing Economics, and Urban Studies. His book with Stephen Malpezzi, A Primer on U.S. Housing Markets and Housing Policy, is used at universities throughout the country, and he recently published a book, Introduction to Mortgages and Mortgage Backed Securities. His work has been cited or he has been quoted in the New York Times, The Wall Street Journal, The Washington Post, the Christian Science Monitor, the Los Angeles Times, Newsweek and the Economist, as well as other outlets. He spoke at the 31st annual Federal Reserve Bank of Kansas City Economic Symposium, and he has testified before US Senate and House Committees, as well as California Assembly Committees. The National Association of REALTORS, the Ford Foundation, and the Lincoln Institute for Land Policy have funded grants to support some of Dr. Green’s research. He consults for the World Bank.

    Wendy Haryanto

    Executive Director, Jakarta Property Institute

    Wendy Haryanto was appointed to help set up the institute whose mission is to build a better Jakarta through collaboration. Founded by developers and owners of rise, high density commercial properties, the non-profit organization represents their shared concerns and ideas about improving Jakarta’s livability. JPI serves as a platform for dialogue on policies and joint actions among the city government, the property industry and civil society. Prior to JPI, Wendy was as Chief Operating Officer of a large mixed-use development. Previously at Procon/Savills Indonesia, she held roles as Director and led three retail divisions (Retail Consultancy, Retail Leasing, and Retail Tenant Representative) as Department Head. She was responsible for all development aspects including master planning and conceptualization, market segmentation, investor relations and operational advisory. Wendy’s 30-year experience in the property industry has honed her skills in negotiation, developing property concepts and project execution, as well as leadership. After university, Wendy started her career at consulting firm Procon Indah. She deepened her knowledge working at Summarecon Agung, Agung Podomoro Group, Sierad Pangan, Hero Supermarket, Ranch Market and consulting firm Jones Lang LaSalle.

    Blake Olafson

    Founding Partner, ACRE

    Blake Olafson is a Founding Partner of Asia Capital Real Estate (“ACRE”), a private equity fund based in Singapore with global investments and assets under management of over US$2.2 Billion. The focus of the company has been rental housing and hospitality projects. He has spent 30 years in the real estate industry (28 years in Asia) covering all aspects of the direct investment process including origination, underwriting, risk control, and creation of unique deal structures, joint ventures and exits. Mr. Olafson is responsible for the expansion of ACRE’s platform in southeast Asia and oversees ACRE’s flagship developments in Thailand. He is the co-founder of HOMA (www.homa.co) a platform of a new generation of hotels in Thailand featuring tech-enable guest experience, flexible leases, and modern facilities including co-working spaces. The first two HOMA projects are located in Phuket and are currently under construction with the opening of the first one in Phuket Town planned for October 2021. Both HOMA projects are already BOI approved under their respective companies: Nest 16 Co Ltd and One Real Estate Phuket Co Ltd. The third HOMA project will be in Si Racha (Chonburi Province), while the future pipeline consists of projects in Bangkok and Chiang Mai. With a strong focus on sustainable development, Blake is able to bring his global experience into providing best of class sustainable and environmentally conscious development and building standards into the Thai projects. As such, HOMA Phuket Town will be the first LEED and Edge Advanced certified hospitality project in the country, a significant milestone and statement on how he approaches the marketplace, especially in tough economic times. With a longer-term view than many developers, it allows HOMA to build strong communities that are vibrant, resilient market leaders and yet remain profitable as well. Blake has been involved in the hospitality business in Thailand since 1999, when he was working with Lehman Brothers. Blake and his team were involved in over 15 hotel and serviced apartment investments and developments between 2000 and 2008. He also has been involved in hotel investments in Singapore. Blake’s long term relationships in the marketplace have allowed him to partner with strong financial partners to ensure that the projects are well capitalized both in debt and equity and professionally developed. Blake secured hotel financing from UOB Thailand as well as the first real estate loan from the International Finance Corporation (IFC) to fund construction of HOMA’s first projects. Prior to ACRE, Blake was the Head of Asian Real Estate at Arcapita, where he was responsible for a $1.8 billion Asian real estate portfolio in working class multifamily rental housing and industrial estates. Previously, Mr. Olafson spent several years at Lehman Brothers as a Senior Vice President responsible for principal real estate investments in Asia with a strong focus on Thailand and resided in Thailand for over 6 years. Mr. Olafson has been an active member of the Urban Land Institute (ULI), www.uli.org where he currently serves as a Global Governing Trustee in addition to previously serving as Chairman of ULI Singapore and a member of the Executive Committee of ULI Asia. He graduated from the University of Southern California with a Master’s degree in Real Estate Development in 1995.

    Harun Hajadi

    Chairman, Jakarta Property Institute

    Harun is Chairman of the Jakarta Property Institute. He serves as Managing Director of the Ciputra Group, a real estate company with projects across Indonesia—among them are large townships and mixed-use developments such as Mal Ciputra, Ciputra World Jakarta and Ciputra World Surabaya. Ciputra also develops properties in other Asian countries. Harun holds a bachelor’s degree in architecture from the University of California, Berkeley, USA and an MBA in finance and real estate from the University of Southern California, USA.
